Construction without permits: what can be built on your land.


Landowners designated for development typically build houses, garages, and other outbuildings on their land. Legislation clearly defines what can and cannot be built on private plots.
Lawyer Iryna Honcharenko explained that when planning construction on a private land plot used for building a residential house, outbuildings, and structures, garden or summer houses, questions often arise regarding the requirements for obtaining building permits for certain objects.
Ukrainian legislation provides a list of objects for which permits do not need to be obtained and which do not require acceptance for operation. This includes, in particular, canopies, gazebos, tents, coverings, stairs, ramps, summer showers, greenhouses, garages, wells, wells, compost toilets, toilets, cesspools, fences, open swimming pools and pools with covers, basements, entrances to basements, gates, wicket gates, terraces, porches.
To build capital garages, a construction passport must be issued, and the relevant state architectural and construction control authority must be notified.
Fences (parkans) on private, garden, and summer plots can be built without obtaining permits, but they must comply with building regulations regarding height.
Connection to engineering networks does not require permits.
Replacing roofs and window, balcony, and door openings does not require separate permits.
Thermal insulation of internal systems, reconstruction, and capital repairs also do not require permits.
