Ukraine plans to introduce a new model of jury court
The leading Ukrainian newspaper "Judicial-Legal Newspaper" reports that Ukraine plans to introduce a new model of jury court. According to bill №3843, which the Committee of the Verkhovna Rada on Legal Policy intends to adopt, participation in the judicial process will become not only a right but also a constitutional duty of citizens. This means that fines will be imposed for ignoring a court summons without valid reasons. In addition, it is planned to impose fines on employers who do not release their employees to participate in court sessions.
However, experts express doubts about the successful implementation of this initiative. Judges point out that it is already difficult to find volunteers to become jurors, and lawyers ask who will ensure their appearance. The State Judicial Administration will be responsible for forming and maintaining the Register of Jury Candidates. This organization will gain access to voters' personal data to form lists of candidates. In addition, the bill provides for liability for officials and enterprise managers for not providing or providing incomplete information for compiling lists of jury candidates.
