From 16 years old – registration: how the rules for conscripts have changed in 2025 and what fines are imposed.


Ukrainians explained the rules of military registration for 2025
According to the information from the portal 'Khvylia', all 17-year-old boys in Ukraine will have to undergo initial military registration at the TCK and SP. This process is not related to armed mobilization, but without this registration, students will not be able to enroll in higher education or use state services.
A simplified registration process is expected in 2025. No mandatory medical examination is required anymore, and registration can be done through the 'Reserv+' app. Avoiding registration may result in a fine of up to 25,500 hryvnias.
Registration will take place from January 1 to July 31, 2025. Students can register at the TCK at their place of study or residence, or use online registration through the 'Reserv+' application.

- being in certain territories or combat zones;
- other circumstances with documentary confirmation.
From 16 to 25 years old, individuals listed in the registry must also register with the TCK. To register, a passport, birth certificate, and a photo sized 35x45 mm must be submitted.
After registration, an individual receives a military identification certificate, which is necessary for enrollment in higher education, job hunting, and traveling abroad.
Ukrainians should remember their rights and obligations as defined by the government decree, which come into effect after registration. The mobilization system in Ukraine was updated as of April 2024.
