Ukrainians have updated subsidy payment rules: who will be affected by the changes starting mid-April.

The government has changed the rules for receiving subsidies for housing rental
The government of Ukraine adopted resolution No. 422 on April 11, which introduced changes to the rules for receiving subsidies for housing rental and compensation for internally displaced persons. According to the new rules, starting from April 14, 2025, social protection bodies will temporarily not calculate and pay housing assistance to internally displaced persons who simultaneously receive subsidies for housing rental. This information comes from the Ukrainian Pension Fund authorities.
Changes in the Compensation Procedure for Housing Costs for IDPs
The Procedure for compensating costs for the temporary accommodation of IDPs has also been amended. Now, persons receiving a housing rental subsidy in accordance with the Procedure approved by resolution No. 1225 of October 25, 2024, will not be provided with compensation.
Restoration of Assistance Payments
However, there is a possibility of resuming the calculation and payment of assistance if the housing rental subsidy has been terminated. To do this, it is necessary to submit an application in the form that corresponds to Annex 5.
Conditions for Resuming Payments
Payments will be restored from the month of application submission, but not earlier than the month following the termination of the housing rental subsidy payment. The renewed assistance will be provided for no more than six months, taking into account the funds already received.
